How to choose a digital marketing agency in Saudi Arabia

Strategy··8 min read

Saudi Arabia's digital advertising market is now one of the ten largest in the world. Vision 2030 has accelerated investment across every sector, and brands — both local and international — are competing for attention across Google, Snapchat, TikTok, Instagram, and an increasingly sophisticated programmatic landscape.

The agency market has grown in parallel. Riyadh alone now hosts dozens of digital agencies, ranging from boutique social media shops to full-service performance marketing operations. Jeddah, Dammam, and NEOM-adjacent markets are following.

Choosing the wrong agency is expensive. Choosing the right one is one of the highest-leverage decisions a marketing team can make.

The five criteria that actually matter

1. Arabic-language creative capability

Most international agencies operating in Saudi Arabia produce English-first creative and translate it. This is a fundamental mistake. Saudi consumers — particularly outside Riyadh's expatriate communities — respond to Arabic-first content that reflects their dialect, cultural references, and values. Before engaging any agency, ask to see examples of original Arabic creative they have produced, not translations.

2. Platform-specific expertise for the Saudi market

Snapchat penetration in Saudi Arabia is the highest in the world — over 70% of the population uses it regularly. TikTok reaches 90%+ of the 18-34 demographic. Google Search in Arabic is the primary research channel across every category from automotive to real estate to FMCG. An agency that doesn't run Snapchat and TikTok campaigns natively — with Saudi-specific audience understanding — is not equipped for the market.

3. Measurement and analytics rigour

Saudi Arabia's large market size means campaigns can spend at scale very quickly. Without robust measurement infrastructure — proper GA4 setup, server-side tagging, attribution modelling — it is impossible to know which spend is working. Ask any prospective agency how they handle attribution in iOS-heavy environments and what their approach is to incrementality testing.

4. Vision 2030 sector knowledge

If your brand operates in tourism, entertainment, sports, fintech, or any of the other sectors Vision 2030 is reshaping, you need an agency with specific category knowledge. The regulatory environment, the competitive dynamics, and the consumer behaviour in Vision 2030 sectors are different from traditional categories.

5. Transparent reporting with Saudi market benchmarks

An agency that cannot tell you what a competitive CPM or CPA looks like for your category in the Saudi market is an agency that is not running enough Saudi programmes to have benchmarks. Ask for category-specific performance data before signing.

Red flags to avoid

Agencies that quote very low management fees almost always make their margin on media markup — often 20-40% above the rates you could achieve directly. Always ask for transparent media cost breakdowns.

Agencies that promise ranking on Google within 30 days are either running paid search (and calling it SEO) or using tactics that will result in penalties. Organic SEO in Arabic for Saudi markets takes 3-6 months of consistent work to produce results.

Agencies without Saudi market case studies or Arabic-speaking team members are not Saudi market specialists, regardless of what their credentials say.

The right process

Issue a brief to three agencies with a specific scope: one paid media channel (Snapchat or Google), one product, one target audience, three-month timeline. Ask each agency to respond with their strategic approach, their audience targeting logic, their measurement framework, and their expected performance ranges. The quality of the brief response will tell you more than any credentials document.
